NILAND, Imperial County — October 27, 2026. Repairs to a roof, unsafe wiring, plumbing or an aging heating and cooling system can be difficult to finance in a small desert community. Imperial County’s Community and Economic Development office identifies a Niland Housing Rehabilitation project among its Community Development Block Grant (CDBG) activities, along with a separate countywide minor housing rehabilitation project.

What the county actually lists

On its official CDBG program page, the county lists 20-CDBGCV-COL-00001 — Niland Housing Rehabilitation and 21-CDBG-HA-00009 — Unincorporated Countywide Minor Housing Rehabilitation as current projects. Listing a grant-funded program is not the same as confirming that every homeowner can enroll today, that an application period is open or that sufficient money remains to approve new work.

Under its broader housing assistance descriptions, the county discusses rehabilitation loans for eligible households to address problems such as roofs, foundations, electrical systems and cooling equipment. The terms of a specific CDBG rehabilitation project can differ from an older loan program, including income limits, property eligibility and whether assistance is a grant or loan.

Why Niland is specifically relevant

Imperial County identifies Niland as one of its unincorporated colonia communities, a designation tied to basic infrastructure and housing needs in qualifying communities near the United States–Mexico border. That classification does not mean every property is uninhabitable or that every household automatically qualifies for federal assistance.

The county lists an earlier Niland Public Safety Facility as a completed CDBG-supported project, an example of how the grants can fund community facilities as well as housing. A completed facility and an existing housing-program listing should not be combined into a claim about a single new grant.

How residents should apply safely

Ask the county whether the Niland rehabilitation project is currently accepting applications, whether a waiting list exists, what ownership and income documentation is required, which repairs qualify and whether any repayment, lien or resale conditions apply. Don’t pay an unofficial broker to guarantee a government repair award.
